Fatal Error: id_transaction is null when refunding / creating credit note

when I try to refund a customer

 

and i want to generate a credit note as well

there comes:

Fatal Error: id_transaction is null

 

this comes beofre & after refunding a paypal payment

 

important to me is to be able to create credit notes / cancel invoices,

 

since this is required by law

 

any idea how to solve this?
