Yet another "only free shipping appears" problem in PrestaShop 1.5.2

I know this problem was already asked somewhere else but I've browsed and googled and still can't find the solution. You're probably already read cases like this, no courier/only free shipping appear, so to cut the chase, here's what I've done so far. Maybe this will also help other people who go through the same problem.

 

The shop I built is only for nation-wide. In my country, the courier's cost is different from city to city (note: not province, but city), so I delete all the continent's name and made the zone with city names, plus one zone named SEA for the country.

 

 

Then I deleted all the country except mine (Indonesia) and I assign the zone name to SEA.

 

 

Then I made province with city names and assign the name to the corresponding zone.

 

 

Finally I made the courier name (JNE), weight range (0-1kg and 1.1-2kg), assign the zone and fill the shipping cost.

 

 

When I test it, the province/zone appear on the drop down list but the shipping cost is free/no courier available.

 

 

Where did I go wrong? Anyone can help?
