Create Order, Then Email Customer To Pay And Token Cart Not Working

i want a customer to be able to send a quote request via email, or generic pay system that says request a quote of the items in their cart, then adjust the shipping cost and have the back office send an email to the customer where they can then login and pay for that order.

 

 

edit: i see how you can create an order in the BO and have it sent to the customer. the token given doesn't seem to work cause when i clicked the link it said cart empty, but it is 2:43 in the AM and i gotta get to bed. a mod can delete this thread if it doesn't start a discussion as i'm sure i'll figure this out. if the thread is up, i'll post anything i find that got it working properly.
