Setting up UPS module, having an issue

I'm on the last step of setting up the UPS module. When purchasing a product only half of the shipping objects show up, none of the cheap normal ones. I noticed in the module settings you have to click which shipping options you'd like to offer your customers.

 

Then I saw this

 

UPS Ground (Not Available), but i could still click it. What is causing it to say not available??

 

I'm also a little confused on the API key. I requested and got an ACCESS code, is that what I need?
