Footer not appearing at bottom of page

I've been working on a two column layout for my site at:

 

www.atlasamerican.com

 

I had my template mostly complete and was happy with it. However, in the process of exporting and re-importing my theme something got goofed up. My footer no longer appears at the bottom of the page if the page content does not exceed the height of the page. Instead, the footer appears just below the last line of content and then I get a white band across the page that is empty to the bottom of the screen.

 

The issue is most obvious on the cart checkout page:

Ideally the footer will appear at the bottom of the page when content does not exceed 100% of screen height. If page content exceeds 100% of screen height, then the footer will not appear until the user scrolls down to the bottom of the page.

 

Any help would be greatly appreciated!
