Free Shipping for One Carrier, $25 for another Carrier

We are trying to go live, but having some huge problem with the shipping module. First we had "No carrier" in estimating step, mysteriously, but we fixed it accidentally.

 

Now, we want to set the following:

 

For all USA shipping, we want to use Fedex, and charge 0 for shipping, and for all international shipping, we want to use DHL and charge $25 for shipping.

 

FOR ALL Products:

1. In product configuration, we set shipping to be zero.

2. In Shipping Tab, Fees by Carrier, by weight, all weight, Fedex (we created it) for North America to be ZERO, DHL (We created it) for all other continents to be $25.

 

But when we try check out, both USA - FEDEX and UK - DHL shows zero as shipping cost in Estimate Shipping Cost step.

 

Could anyone help me how to make this work?
