Editing template in Dreamweaver - not able to view certain sections ...

When I try to preview the home page of the default template from my computer in Dreamweaver, it doesn't show the sidebars, header or footer - just the middle content, even though the global.css (and other css) is intact.

I'm guessing that this is a database issue and I need to properly hook up the database to it to view those sections. Is that right?
