New Payement system need

i would ask if it's possible to integrate a nice futur , it's specialy for all country that cant or dont have online payement system such as paypal or credit cards !

The payement will be like a prepaid service with ballance account for each user .

they can refile there account with a simple recharge code received from the vendor after that he got the money .

if realy you want help us to get this realised i can provide your team all need's for this special request .

PS: im not a programmer or coder hehe .
