Change Block Cart Text? Wont change.

Hey,

This should be simple issue to resolve.
I have tried to change the text within block cart module from 'Shipping' > 'Handling & Shipping'

I changed the blockcart.tpl section (which I think is what is needed to be changed) but when i upload tpl it doesn't update. Amended code section:

{l s='Handling & Shipping' mod='blockcart'}

Can someone please inform me how to change this text?

I am using 1.4.1. How do I clear smarty cache. Also, when I try to edit translations in back end I am told I have too many fields for my server. I am also told I can edit translations manually. But where are these translations files? I see the folder in the root directory but none of the files contain front office translations only admin, fields, errors, index and pdf.

I realise I can contact my host provider to increase fields in Back end but i would like to edit the translations files manually (not the tpl files).
