sometimes prices displaying without taxes

For some reason ,Sometimes prices displaying without taxes to customers in product list.
If we close browser and revisit the eshop is displaying right prices with the vats.
Also in some customers works like that.
Countries ,taxes and all the configurations are ok .

Any idea why that happens.

Same is happening to me, running 1.6.1.18. 

In our case ONLY loged in persons with overseas accounts should not see taxes, but at random some people see the products without tax. 

Geoloc is also off.
