What theme do you use to start a new custom theme?

I'm trying to start a new theme; however, I'm a bit confused as to where to start. The old starter theme documentation has been depreciated and I found another comment on the forums that stated you should just copy the classic theme. Meanwhile, the GitHub repository for the Classic-Rocket was just recently updated; however, I'm not sure if that seems like the best route either. When I try to install it I get an error telling me that it's missing the config.yml file. I could re-create it, but doesn't make me feel good about trusting the package if it's missing a file.

Clearly I'm a newbie... Just trying to figure out where to start. Thanks for you help in advance.

check the panda theme lets you customize a lot and easily, plus you can also rely on visual composer
