[Solved]Tax not working 1.7.7.0 to 1.7.7.1

The only modules i am using is Paypal and a email verification module and Post API module ,and PHP is 7.3

I am using the default theme.

The tax breakage seems to be connected to the database as i have had roll back database to fix it.

On the 1.7.7.1 upgrade the tax system is broken totally as soon as one clicks the address confirm button at checkout,

The tax system drops out,

As a visitor the frontoffice  shows it working fine up till the checkout process.

As a logged in user the tax system is also broken on login.

The orders in the back office come through missing the tax is the first sign of the problem

Can anyone help

I turned on debug,it shows nothing.

I marked it Solved it was a problems with the back office configuration,i had two countries the same so after resetting the countries and tax rules it seems to be working.
