Cart Rules has a broken view - all tabs are on one page instead of divided into 3 sections

Hello,

I wanted to create a discount code for a customer and I have noticed that I have noticed that Cart Rules section is not working properly. All 3 sections (Information, Conditions, Actions) are appearing on one page (take a look on the attached screenshot) instead of being divided into 3 separate sections. Some of the buttons are not working anymore (like Generate button or calendar buttons). Also at the bottom save buttons are not working. It's like something happened with the CSS. I have cleared cache, cleared browser cache, checked on a different and unused browser, remove manually all files in var/cache category, replaced all files in admin folder with the the files from freshly downloaded PS. Nothing helped. I do not know where to look for the problem anymore. Did anyone occured the same problem and fixed it somehow? My PS i 1.7.6.8, php version 7.2
