Upgrade from 1.7.6.8 to 1.7.7.0 failed - backoffice freeze

Hi, after upgrading my PS 1.7.6.8 to 1.7.7.0 without errors, login page freeze.

This is the error on debug screen (see screenshoot)

Text version of error:

Type error: idn_to_utf8() expects parameter 3 to be integer, string given

Thanks JBW. I read a post and check ICU version. The strange thing is that I have two installations of PS: the first (most recent) went well, while the second gave this problem. Host is the same, I don't know exactly if machine is the same......
