Help on adding HTML/JS/CSS code

Helllo,

I am quite new on IT and really novice on PrestaShop. I've try to find answers on the great documentation and blog, but what I found is too much complicate for me.

Is it possible to modify the welcome page generated to add some limited code ?

I need to present a pop-up to confirm the age of the client. I have a really basic html web page that works fine.

I have added my project as an attachment. 

I don't want to integrate or by a module. I am just testing locally.

Is there a way to add that ? II mean i it possible ? f yes could someone send me the appropriate link or could give me some clue on which item  I should work ?

In fact I don't really know with what to start. My installation works fine and I am customizing the solution with out of the bow feature. I am just wondering on how I could proceed to be able to ingrate this equivalent of code.
