Problems configuring PS v1.7.6.8 on Wamp server in Win10

I managed to complete a local installation of Prestashop 1.7.6.8 locally using Wamp server on my Win10 computer.

Tried to configure Opencart, but that was of time, so I'm trying Prestashop.

Anyways, one of the immediate problems I have is with all the list choices: I can't make any selection and the list of items is not contained as it should be and thus be selectable (I include a screen capture to show what I mean).  Even if I press on the up-down arrow at the end of the field nothing happens.  So in essence I can't configure anything that is not a radio button or field that you type in a value.

The other problem is the extremely slow speed of PS to load whatever page.  It wasn't nearly as slow in Opencart and my computer is very fast with lots of memory and an SSD drive.  I want to test drive this ecommerce thing on my computer before committing to live site.  Besides, what difference should it make that I install locally or not, the interface should respond equally isn't it?

Change php version to 7.2, version 7.4 is to height.
