edit order and payment at a later time

Hi,
We need a module for which the user places an order without paying (for example, you can set as the default payment method to local pick up in store).

From the backend the admin changes the order, the shipping costs, the status (by setting unpaid), and the new payment method (by setting Paypal).

Then the admin sends a notification to the user who, by logging in, can view the edited cart and pay through Paypal.
