Problem with the option of language

Good evening, I have installed version 1.6.1.9 of prestashop, but it does not let me enter the Greek language. I went to localization-> languages and I switched to the language, then I went to localization-> translations-> modify translations and I put translation in the front or back office and the option for the Greek language and this message comes out:

Warning! Your PHP configuration limits the maximum number of fields allowed in a form: 1000 for max_input_vars.
Please ask your hosting provider to increase this limit to 1139 at least, or you will have to edit the translation files.

 

I went to the php.ini file and changed max_input_vars to 3000, 10000 etc but nothing happened. Is there a solution to this? Also in localization-> translations-> add / update a language does not let me do anything it says: Cannot connect to the PrestaShop website to get the language list.
