WebService API - create new order - id_carrier and total_shipping is ignored

Hi,

When I try to create order by API I see that id_carrier and total_shipping amount is ignored. When I create order without total_shiping amount all is OK (except when I get order what I created I get id_carrier = 0). Because of this situation after create order like that (sent total_shipping) I get error "payment error" :/

Even I create order_carrier what looks properly in this order. There is some problem with id_carrier and total_shipping relation..
