[PS 1.7.x] writing the customer's address to the database

Hi to all,
which function and file writes customer addresses in the cart.
I need to capture when the address is created for both newly registered and guests in the order.
I need it to be a primary billing address and an optional shipping address.
Change the feature to "delivery address is the same as billing" or
before entering the database, fill in the data from the billing address to the delivery address if the delivery address is not filled in.

I'm using a one-step order.

 

I need to create an override.
