The usual, its not us, its them type of thing.. So let's try it here.. I've have a store that basically uses packs only and no single products. The server is dedicated with 4GB of ram, 4 cpu cores and I don't know the CPU type of harddrive but I'm guessing its SSD at least.. Custom theme of course and I've disabled pretty much ALL modules apart from stuff like bank, paypal, GDPR module and other smaller modules that really do not do anything.. Then I've also installed (deleted now) a clean install of PS using PS theme and all the modules enabled that are being used on default install and the result is pretty much the same. Just disabled ALL the modules on installation with full DB.. First hit on document took 5 seconds.. On any additional refreshes, it takes about 2 seconds to load the document itself. Any ideas?
