When we have government purchasers or resellers of our items, we need to exempt them from paying the state tax. How can I do this in Prestashop?

In Texas, restaurants are exempt from paying sales tax on non-reusable items such as paper napkins, plastic eating utensils, soda straws, and french fry bags. But restaurants DO pay sales tax on equipment and services used to operate the facility such as tables, chairs, trays, glasses, dishes, serving utensils, reusable menus and placemats, silverware, tablecloths, and cloth napkins. So, if I have a restauranteur that purchases plastic eating utensils (non taxable) and tablecloths (taxable) on the same order, what is the recommended method for applying tax accurately? Would I use a combination of Groups to accomplish this? Related, how would I mark a certain product as tax-free for one-or-more Groups? Thank you! When my wholesale customers purchase anything, they don't pay any taxes. So in this case, the group they belong to is set up as "tax excluded" expecting that behavior. But rather what this does in my Prestashop (1.6.0.9) is that it adds or not the the tax value to the specific product price, the tax is still shows in the cart summary and adds to the total. I don't see why anyone would want to change the product price at all. The tax should show as a sub total item in the cart summary that's all. Anybody knows any other way to manage groups to make them tax exempt?

My shop is based in the United States. I activated the B2B but this gives me some Customer options that are useless to me such as: SIRET and APE. More specifically, I would like to enter my customers EIN and/or Resale No. Then If I customer has a Resale No. available, then this customer should be exempt from tax. Is this possible?

Is there a clean way to allow a Group to be Tax Exempt? Or even at the Customer level? I refuse to think that this functionality is not available in PrestaShop 1.5.5.0. I thought it would be incorporated in the B2B feature but it's not. If anyone has any solution please let me know! Thanks.
