Yo tuve el mismo problema y todo era por mi computadora. Resulta que mi región e idioma de mi equipo es "Español (México)" al guardar los datos como .CSV por medio de Excel, me los separaba con una "," pero al cambiar la región de mi computadora a "Español (España)", al momento de guardar me guarda los datos con ";" que es como Prestashop reconoce los .CSV Así que antes de guardar tus datos, configura la región de España en el panel de control de tu computadora y ya no tendrás problemas.
