You can allow taxes, and also showing or not showing them in cart, if you give allow taxes and not showing in the cart, you must make "displayprice price=$total_price" in both cases, or though if you have allowed taxes, they will not show in total price in cart.

Just open order-payment.tpl and modify <span id="total_price">{displayPrice price=$total_price_without_tax}</span> on <span id="total_price">{displayPrice price=$total_price}</span>
