The answer to this was that it has to be in double quotes, despite what http://doc.prestashop.com/display/PS15/Translations+in+PrestaShop+1.5 says.

I am trying to add a line of text in a module, namely: {l s='External Gallery' mod='blocktopmenu'} However, where do I add the above line to make it translatable as it does not appear in the translation files automatically?
