how to set product to be featured?

Can someone please point me to where do I set the product to be considered featured so that it shows up in the Featured Products tab on the home page? I would like to set specific products to be featured and not be selected randomly. Currently Ic an't get to displaya nything in that tab.

Assign the product to the top home category.
