You are trying to do too much in one graphic.
1. put a burgundy color graduated only on the #body tag with a background color of the bottom color of the graphic (20x800 pixels) or whatever you like.
2. the header needs to be separated out into 2, one for the background and one for the logo in the themes -> header.tpl file. I would make a new style around the header or logo style in the header.tpl file depending on what your header.tpl file looks like.
3. make a separate graphic for the #page style with the two vertical lines to repeat vertically only (980x20 pixels) spaced 191 pixels on each side. You will have to work with this to get it exactly like you want.
4. for the scrolls you might make a similar graphic like the #page one and put the
