Details:
$order->validateOrder(intval($cart->id), 2, 0, Tools::displayError('Free order'));

this should, in my opinion, show a error/info, that payment isn't needed, because this is a free order.

but on check out, it doesn't make a difference if there is a tools::displayerror(..) or just 'Free Order'. in no case there is a info for the customer and they are redirected immediatly after shipping to order history.

You’re completly right.
This is a conception issue. The freeshiping payment method isn’t a payment module so it doesn’t have any translation methods.
To solve that issue we will hate to create a payment module called FreeShipping and then for its use in case of free shipping.

Such a thing is pretty big compare to the original issue thus we won’t fix it for 1.1 but in a next release.
