Need general fee/discount infrastructure

Right now it is impossible to add an arbitrary fee or discount (based on the contents of the cart, for example) without modifying the core code. A couple of extra hooks would allow people to do this without needing to modify the core and update these changes every release. In this way, requests such as:

http://www.prestashop.com/bug_tracker/view/2532/ (Discount for certain number of items)

and

http://www.prestashop.com/bug_tracker/view/1388/ (Corporate Discount)

could be added by third party modders rather than needing the attention of the core team.

i second that. the better together module is a must have feature but without a easy menu on the backend its difficult to implement to the end user.
